Recognition of special guests: county commissioners Paul Pinkston, Mike Brown, and Bud Armstrong.
Remarks by Tammy Sommers, candidate for Knox County School Board 9th district.
Presentation by Roy Arthur, Knox County Watershed Coordinator, on Stock Creek Watershed Initiative. The County must seek to bring Creek into compliance with Federal and Tennessee requirements. The Creek’s two main problems are (1) that the creek has been artificially straightened over the years, with resulting erosion causing sediment problems and the banks being cut deep, and (2) e. coli bacteria exceeding health standards. The bacteria are partially from livestock but mainly from humans – failing septic systems. The County has authority to levy fines for discharges from failed systems, but would rather focus on improving conditions. Possible fixes for failed systems include tank cleaning, new drain fields, sewer hookups, and alternative technologies such as drip systems. The County plans to hold a community meeting soon to invite public input.

Reports
Minutes of February 2 meetingwere circulated and approved.
Treasurer’s report (Carson Dailey): $4300.03 in account. Account has been moved from Sevier County Bank to Sun Trust Bank. The cost of recently mailing out 158invitations to participate in SDAHA was roughly offset by resulting new memberships.
Existing Business
Marble Springs: John Sevier Days will be September 25-26. Volunteers are still needed for planning committee. Some vendors have signed up. Russ Linger has contacted the News-Sentinel about publicity.
Metropolitan Planning Commission items:
February 11 MPC meeting did not actually address South Sector plan as expected.
Use on Review was approved for proposed new drug store on Chapman Highway near IHOP
Resubdivision was approved for Lot 4R, Williams-Henson Lutheran Home for Children

Stock Creek Baptist Church food drive: continues in operation; donations are encouraged. Twenty-seven families were helped in February.
Advertising of monthly meetings: Motion to run South Knox Times ads ($36/month for business card size ad, with one year contract required) was approved last meeting, and ads will begin next month.
Mailing of SDAHA meeting notices to raise awareness: of 158 U.S. Mail notices recently sent out, 10 were returned as undeliverable.
Plans for planting beds at community/Bonny Kate signs: work day tentatively planned for March 27th 9 a.m.
Updated SDAHA web site www.southdoylehomeowners.org has had 2934 visits, up 72 from last month.

New Business
Stock Creek adopt-a-stream: plan for a cleanup day in May. Possible small-scale initial cleanup on March 20 was discussed, but no time was announced.
MPC agenda item: Geyland Heights resubdivision – no action needed

Discussion items
Acknowledgement of area soldiers who have died while in service.
Carson Dailey proposed adopt-a-road cleanup of Governor John Sevier Highway between Martin Mill Pike and Neubert Springs Road – discuss next meeting.

SDAHA Minutes for 2-2-2010

Recognition of special guests: county commissioners Paul Pinkston and Mike Brown.
Presentation by Amanda Snowden, Tennessee Department of Transportation, on Henley Street Bridge repair project. Due to nature of work, bridge will have to be closed for repair – expected to close January 2011 (assuming funding) and take 30 to 36 months. Official detour route for crossing the river is expected to be Moody Avenue to James White Parkway. Gay Street Bridge will remain open but will not be official detour route; TDOT assumes that 85% of traffic will use official detour. Ms. Snowden distributed comment cards to SDAHA meeting attendees who wished to submit comments on the project.

Reports
Minutes of January 5 meeting: Copies have not been distributed, but Scott has reviewed minutes and believes them to be sufficient; motion made and carried to approve minutes based on Scott’s review. Treasurer’s report (Carson Dailey): Collected $390 in dues and paid $100 to update web site; $4250.03 in account.

• Mike Brown mentioned plans for a new drug store on Chapman Highway near the IHOP, which would involve new turn lanes to Chapman.
• Scott has checked but finds no permits or information on the excavation at the “Reynolds Property.”
• MPC public meeting February 11 at Dogwood Elementary will address Knoxville One Year Plan – South Sector.

Plans for planting beds at community/Bonny Kate signs: discuss in April. Need to prepare the beds to kill weed seeds.

New Business
Stock Creek adopt-a-stream spring clean-up: plan to set a date at March meeting.
